    Purely the lack of spending, it pre-dates Trump, the first attempts at encouraging Members to keep up to date came under Bush Jr, Obama and Cameron tried quietly in 2014 but Trump shouted loudly...one of the very few things where he had a genuine point.

    Don't forget sustainability. Not much good if the economy is brilliant and we've all got loads of cash but all our houses are flooded out or we're cooking because the climate has gone to sheite.
