Even accepting your theory about the managers (which I don't) who creates the framework under which they are employed (the Tory Government) and in whose ludicrous operating system do they have to work (Tory Government/Lansley).

The Government took the ordering of equipment out of the hands of the NHS as they didn't want Trusts competing with one another. This has been confirmed on the news today along with the copy of the letter sent to advise Trusts that this was the way procurement was going to be handled.
