Yes, he can sign for other teams at the end of his contract on free. But he asked whether clubs can pre-sign him, which they can't unless they're foreign.

Trigger clause, whereby if a club meets this minimum amount set then the player can be approached to speak to them. Doesn't mean to say the club have to accept that minimum price, but In these cases it's usually the beginning of the end.
