    Why is it not enforced?

It would certainly cut time wasting out of the game more as it tends to be the keepers who instigate it.

Simon Mignolet was penalised for it last season in the Europa League which leads me to believe it still exists. The Reading keeper for example when we played them at home held the ball on one occasion for 18 seconds before releasing it. 3 or 4 times a match and he's wasted a minute or more.

While I see your point and I agree it would reduce food wastage I just find it a bit gross, the food doesn't get any less dirty before the 6 second rule and if you're in a public place who knows what's been on the floor.

If the ground is dusty and there's a slight breeze I think there's a strong possibility it will get more dirty. I think it should be enforced.

Id still eat it after an hour and a half on the floor. You never know when you're next chance to eat will come along
