Or does this graph read as it's saying that about 80% of all smokers are under 16? I assume it's meant to show that around 20% if people aged 16 and over smoke but the way it's worded really looks like it's saying that around 20% of smokers are aged over 16 meaning 80% are children. Just me?
Yes haha! It is basically saying what percentage of the population is smoking now. It quotes over 16 because I would imagine they haven't surveyed anyone under that age.

To be honest I don't think it is, maybe someone else might interpret it the way you did I'm not sure.
It definitely does say that it’s showing the proportion of current smokers who are 16+, not the current proportion of the population (aged 16+) who are smokers.
I refreshingly took it as a good statistic that less people are smoking. I'm guessing it's 16 because that's the legal age.
With the headline 'smoking continues to become less popular' it's crystal clear to me what they are saying. The 16+ thing is just showing adults. I don't think under 16s data is in the NHS for under 16s who smoke. It didn't confuse me, but then that's just me. Another sly dig at our current CEO though i see Easy tiger
