He already has that policy in place for supposedly drug dealing but even an extreme policy like that is getting abused . Corrupt police using it to their own devices to the extent of citizens are now being forced by the police to deal drugs . He’s a corrupt gangster that’s taken over the state and dealing criminality whilst claiming it’s for the good of the state .
Yes, a scary time, apparently the people living in the slums on lockdown haven't had food packs for days and so gathered to protest, hence his orders to shoot. I see that situation escalating rapidly
