Or does it mean a 20% pay cut?

    Probably a daft question

Could be either, depending on the company

Can tell it's very worrying times when the government are offering to pay 80% of wages

Is there anywhere that actually clarifies it or that clarifies any of the statements Boris has made? Such as he has told pubs to close but has he said it's illegal for them to open or is it really just strong advice?

Not criticising him by the way it's just I've searched and can't find much clarification to any of his steps and measures

I would say it would enable the majority of companies to keep their staff in a job on full pay, and possibly the ones less solvent to at least keep their employees in a job
