Cant do that as emergency services are still required at a game with or without fans and they are part of the list of unpaid services I believe as are police,stewards catering staff turnstyle operatives etc.
Relegate them and add another relegation spot and promote 4 from league 1 including play-offs. That way you keep the end of season money making racket.
Put em into Div 2 with penalty points and watch the ripple effect take place with clubs falling into line.
