The BBC are reporting it as though the police haven't said that the man that's been arrested is the driver of the car. Best to wait for the official updates.
It would be a very very strange statement if it didn't mean that. "We were contacted at just after 18:00 today, following reports a car had been in collision with a number of pedestrians on Water Street. The car stopped at the scene and a male has been detained." They then clarified that the man referenced above was a 53 year old white British man. "The vehicle stopped at the scene and a male has been detaned" is as clear as day that the person detained is the driver otherwi they wouldn't have mentioned both things in one sentence.

Just seen video on reddit. Horrible. It was definitely intentional, he ran some people over then a gap appeared in front of him so he swerved to run more people over.
That's the BBC trying click bait to get views. It may as well have said "the police did not say whether or not the car has wheels". They literally said the car was stopped and a man detained. It's as clear as clear can be. If not they were deliberately misleading the public.

Seen videos of what looks like someone smashing his back window on his car and throwing a flare in before he rams through the crowd. Doesn’t excuse what he did though, obviously. Especially to people that weren’t involved in that. Why was a car even allowed into that area with all those crowds?
Yeah not clear cut. The guy was shiiiting himself. No excuse for ploughing through a crowd, but they were trying to get at him before he floored it. They’d also put his windows through. Why the f did they allow cars to drive down there?!? Good work by the police for de escalating the situation quickly or this could have gone full scale riot.
