Are we allowed to the coast for a day out under these new restrictions ? Want to get the kids away for a day whilst on half term

Does anybody think Barnsley will be part of the tier 3 lockdown if implemented.We have a static caravan in Cornwall where we are now and have been for a few weeks and we’re thinking of coming back home around 10th November .If Barnsley does go into lockdown it looks like staying down here a bit longer.
Kick about on Filey beach then fish and chips from Inghams. Not much distancing in evidence on Scarborough front, making folk queue outside the slots to limit numbers inside but no one staying 2m apart in the queues so seems pointless. We’ve stayed away from the busier areas and mostly gone Filey&Cayton Bay. Enjoy.
Apparently 20 people are off sick from Wath sorting office at the moment, and the rate in Rotherham is over 500 per 100000. South Yorkshire is expected to drop into Tier 3 in the next week or so.
Tier 3 guidance is NOT to travel into OR OUT OF an area categorised as very high risk. Essential journeys only otherwise there is a risk of spreading the virus to other areas.
The key word there is "guidance" which a lot of people will ignore, especially if they've booked a caravan for half term. China , New Zealand, Melbourne had extremely tough measures which have all but seen off the virus. Whilst we're only advising or guiding we haven't a prayer of getting it to a minimal level.
Currently, North and East Yorkshire are Tier 1. Rest of Yorkshire is Tier 2. There are talks about bringing the whole of Yorkshire into line, and making it all Tier 2. This makes sense on one hand, but in another, I can see why folk will be annoyed. However, West and South Yorkshire are not far off being Tier 3. If the whole of Yorkshire goes to Tier 3, then that’s better for getting away to the East Coast as you remain within the same Tier level. Also, if you’re staying in your own accommodation (caravan/cottage etc) then there should be no issue if you following the social distancing and it’s just your own immediate family only. NB: Cleethorpes and Skeggy etc are NOT in Yorkshire, but Lincolnshire. So you wouldn’t be able to go there, if we were in Tier 3. I say that because loss of people seem to forget this small matter
