It can be used. VAR is in use for the game, officials are paid to make judgements on contentious decisions. Those officials have decided to sit in a big room and not do the job they're paid to do.

You see it all the time where the linesman will blatantly see a foul or a handball and just refuse to make a decision. Their either scared to call it or just incompetent. On the other hand you get those that flag for a foul 80 metres away on the opposite touchline!
