Yes, if it is found that the government didn't provide sufficient PPE to healthcare workers who later died as a result of that, then their is an argument that they have been negligent towards employees under Heath & Safety at Work. That could lead to prosecution of the NHS/Department of Health for failing to properly ensure staff safety. Corporate manslaughter charges potentially could come from that. There is also the argument that the government failed to heed the warning of the international community/WHO in a way that was criminally negligent and failed to protect members of the public that is also covered by corporate manslaughter legislation.

Idiots like Stanley Johnson, who has left London and gone to his second home? The Prime Ministers own father has gone against the government guidelines, as had Prince Charles when he went to Scotland while ill. Half of the cabinet caught COVID from either not following their own rules on social distancing or those guidelines not being strong enough. You can currently land at Heathrow from New York, Rome, Madrid or Paris, and walk through customs and onto public transport to get home (via the supermarket) with nobody stopping you or any requirement for quarantine.
Similar situations in Italy, Spain the US and a few other countries. None of these had enough ppe to cope either. So perhaps many governments the world over (right-wing, left-wing, liberal whatever) will be up on these charges too? I strongly believe a lot of the problems/errors of judgement at the start lies with China. I'd suggest that there have probably been 50 times more deaths at least than they have stated. The message coming out of china too was that only the elderly and those with significant underlying health issues were at risk: we now know this is not the case.
Not sure what difference it would make at this stage to stop those international travelers. Nothing stopping someone who potentially already has the virus going to the supermarket either.
The government has issued millions of pieces of PPE so I can only conclude that people are wearing bin bags, marigolds and homemade visors because they prefer to do so! It couldn’t be anything else could it?

Her appearance would lead to awkward questions about the delay in closing the borders and who made that decision.
The weird thing about this is that statistically you're far more likely to catch it from being in a supermarket than you are out for a stroll. Yet Tesco are urging customers to come in store for food because they're too stretched on the delivery side. The chances of me entering a supermarket are zilch and is the very reason I bought stuff I needed 3 weeks in advance of this kicking off. Many, but not all of the people entering supermarkets at this point are the ones I'd rather avoid. Only last weektthe mother of myddaughters school friend took the entire family to Tesco shopping. Thick as mince.
I don't know the reasons behind border controls ect. All I would say is it's clearly a balancing act of measures v economic and social fallout. Anything short of total lockdown is a choice. Keeping non essential business open. Allowing people to travel for work. Continuing to produce non essential food. Allowing people to go to the supermarket whenever they like. Everything should be shut only pure essentials allowed to buy. Contiung to produce and sell alcohol will lead to someone dying of Covid19. Contiung to produce and sell Easter eggs will lead to someone dying of Covid 19. Contiung to have people in tv studios will lead to someone dying of Covid19. And so on... How can we ever get back to normal without increasing this risk? We cant. Just like we take risks with everything in life its Risk assesed and managed. Would you ban all smoking, driving, unhealthy foods because of the deaths they cause? No because its a disproportionate response to a problem.
Is that why the Culture Secretary is making statements on the likely extension of the lockdown? Because apparently she is the Home Secretary who never appears anywhere. I think she has took it literally and thinks she is the secretary of her own home.

Both, the legal system would say the criminal but the insurance company would probably try to say you.
Be harsh keeping them home prisoned longer than a quarter of the year. They should be high up the priority list to be checked to see if they have had it.
