The German is "Zu Beginn war der Tenor, dass wir bereits für die League One planen können." He means it in the sense of "assumption". For example, I think he means "When I arrived, already the assumption was that we could plan for league 1." He's talking about the feeling in the club before he started. Then in the next sentence, he says that they picked up points, and developed a better team spirit. He means it as a positive, not like it sounds in isolation. I wouldn't worry that he's resigned to failure.
Does he mean the fans or the club though? If the feeling in the club was for league 1 that's just the same isn't it?
It's impossible to say from the words, as you correctly say it could mean either. What he's trying to say is that was an aura of gloom about the place, but he got stuck in, picked up a few points and changed the mindset. Which, if we look back, is more or less what happened.
