Without wishing to really get into semantics about this, and yes it's abhorrent, but as she was 16... I'm not excusing it, it's horrible and I hope he never ever does anything remotely like that again, it's just, oh I don't know, life is **** isn't it.
Someone did this to my mum and sister years ago - they reported at Barnsley police station - their response was it's cold you can't have seen much!
I take the Pedo bit back, well in terms of the legal Aspect. I thought I read the other day she was underage. But he’s still done something that deserves absolutely no forgiveness whatsoever.
When someone does that in broad daylight. I can only think he needs help. Surely anyone of a sane mind would not be so stupid. Be interesting to see what the court thinks/decides.
I reckon you need help (or something else) whether you do that in broad daylight or in the middle of the night.

Looks like he needs help. Rather than suggesting it would be a good idea to smash his face in which would be equally pathetic and illegal it would, perhaps, be in the interests of all to help the bloke, support the victims and take a breath before lashing out. He's been utterly stupid and pervy but the fact that he turned himself in is a good sign... Horrible behavior but let's deal with the behaviour properly
I heard he’d done something similar just before this incident but to two old ladies on a park bench. One of them had a stroke but the other wasn’t quick enough. Sorry, couldn’t resist.... On a serious note, what a weird and sick thing to do. To a mother and daughter as well. Also, it’s all very well saying she was 16 but there’s no way he could’ve known that at the time.
