You have to wonder had it been a small club like sayRotherham or Luton whether the penalty would have been less than the mandatory 12 points . In fact it wasnt when it was luton it was an effective 2 division relegation and didnt rotherham have something like a 35 point deduction one year

Those Birmingham City footballers were one foot on the beach enjoying their summer holidays. Now they've got to fight a relegation battle. Yes they are professional footballers but they have to gee themselves back up again. It isn't an easy thing to do.
