China is an interesting example - have you been? I was in Shanghai for a while - population of 24 million. Did I see any litter? Any graffiti, any p1ssed up idiots, anyone leering at girls or causes trouble on the underground? Any hassle anywhere off anyone ever? No. Did I see people going about their business without any trouble from the authorities? Yes. You see the thing is, we worry about the human rights of scumbags that we forget the human rights of people wanting to live their lives. The very idea of human rights is a western concept wedded on the triumph of the individual over the collective good. Which is better? Is it worth giving up some freedoms in order to be safe and be able to live your life without much practical fear of crime? It’s not as clear cut as I suspect you think. Look at El Savador - went from being the most dangerous country in the western hemisphere to being the safest in 2 years. How? Because the president locked up all the gang members. Did he infringe on the rights of those gang members, most likely. Has he made it safe for families to bring up their children without fear of being murdered my narco-death squads? Yes. Do you think the good citizens of El Salvador shed a tear for the gang bangers in jail and their human rights? I doubt it.

It's a fair argument. But the China model only works if you give up a lot more that just power to police. And the only way you get that power back is through bloody revolution. You give up democracy. In those scenarios you rely heavily on the malevolent nature of the dictator. And as for el Salvador.. can you say for certain that everyone locked up was a gang member or deserved to be locked up? Can anyone with no due process? That many good people weren't locked up for being in the wrong place at the wrong time? Is that kinda societal sacrifice worth it? I dunno. I do see your point though. In the end I'm still not comfortable with seeing someone kicked in the head that hard and in that situation. It's classed as lethal force for a reason. Perhaps it is ironic that if,while he had been swinging, if they pulled their guns, warned him and shot him... I would have seen that as much fairer. It's not about whether he 'deserved it'. It's clear from the mixed response on here that it's impossible to clarify that fact. I don't know whether he should be fired or not but there needs to be consequences for that kind of action in my opinion.. and no amount of people calling me soft will change that.
It very much depends on what you mean by "disciplined". If you mean a couple of days of retraining, fair enough. If you mean sacked, or even prosecuted, given the circumstances, absolutely not.
