We don't all live in a civil parish. In fact, most of us don't. Civil parishes tended to be villages. Live in a town and you're probably not in a civil parish. There are exceptions but that's the general rule. You don't live in a civil parish and you don't have a parish council. Again, can be exceptions.

Am I reading that right? Even if 92.5% of the local area you live in are against the formation of a parish council you can still apply to the council who MAY (but in reality won't) say yes?
