Actually, he specifically ordered all sexual abuse claims to be reported directly to him before he became Pope because he was sick of local Bishops dragging their feet, paying off victims and moving the accused Priests around rather than investigating abuse claims, and he also significantly stream-lined the process for getting rid of those found guilty. As Pope he was the first one to apologise and meet victims in person, yes, more still could have been done, but he did more than any orther to track down and throw out of the Church those who abused their positions.
