    It does say under 21s, or ones coming through the youth ranks aren't counted as international loans (capped at 8). It doesn't say if they are included in the rule where a maximum of three loans can be made from the same club.

    It's a start, but those new rules don't go far enough as yet.

    I just assumed they were, you're right it doesn't say it. Still doesn't stop teams like Chelsea stockpiling talent then, does it?

    I agree with this. Why should the richer clubs get richer by stockpiling players.

    Totally agree with this. They should start with their local team and climb the ladder to success. Best all round in my view, even for the big clubs long term. I can't stand it when the under 21s are in the league trophy when most of their players would be good enough for the first team of a league side.

    I agree with the supposed sentiment, but money rules football, so any change that would affect the potential bottom line of several billionaires will be short lived.

    Won’t really affect the big teams with money like Chelsea as they hoover up the young talent.
    Only thing it might do, is put them off buying potential squad players over 21 and free up a path for younger ones to get to first team.
