How many chickens does he own? Am I right in thinking that the risk is that random birds with flu could transmit it to his chickens and then his chickens could pass it on to another random bird?
I think as long as they stay in there, you’re all good. Basically it’s to protect against contact with other wild birds, who could then be carriers for avian flu. This chump just has them clucking round the garden. Google defra chickens, rules will be there. I googled ‘dodgy birds’ and got a very different set of search results
That’s the size of it. It’s eliminating contact with wild birds, who would be carriers. Doesn’t matter how many you have though. Rules apply if you have 1 or 1,000.
Then honestly the rules are stupid. They are clearly intended to stop the large farms of chickens from leaving their thousands outside rather than being there to stop the one chicken in a back garden from the very slim chance of it somehow becoming a super spreader. Your mate is an idiot for thinking everything is a conspiracy but him allowing a handful of his own pets into his back garden is hardly the crime of the century.
