"The Premier League is still awaiting detailed proposals from the Football League..." Which probably translates as: The EFL are urgently setting up a working party, in order to devise an action plan, which can then be considered and provisionally approved by a select committee, before being put to member clubs for final approval by consensus. By which time, we'll either all have been vaccinated against Covid or we'll have gone extinct.
They may want to do it in a ‘means tested‘ way. As long as they don’t come back with pre- conditions such as taking all promising EFL youth players on the cheap of summert.
