    It’s a penalty if the scrum dips, rotates or collapses. If you are outmuscled, you pretty much will give away a penalty every time.

    He knew it was forwards, which is why he immediately asked for the replay specifically on it. So why give the onfield decision as a try? If it had been given no try it wouldn’t have been overruled.
