    On the left at the bottom is the Miners H.Q.

    What is the building above it on Victoria Road. Has the frontage of a house but behind it looks like a church?

    Although it looks like a separate building from the front I think it's actually the conference hall of the NUM and is joined on to the corner building

    Yes, that's what it is. They usually have an open day* in early September when you can go in and have a look around. (*In conjunction with other historic buildings that aren't normally open to the public).
