    Have I got this totally wrong again? I thought that the UK had identified them from cctv and from flight records into and out of the UK at the time it happened. Putin has then come out and said Russia has located them from this identification and concluded they weren't criminals.

    I didn't think it meant that Putin has found out who they were, simply where they were

    Just quoting an earlier BBC news post.
    My personal theory is they were actually civilians and not officially sanctioned.....right from the second they were identified.

    My guess is that they are civilians, former employees who are now civilians and were paid a lot of money to do the deed and head back to Russia very quickly where they had guarantees they would not face charges.

    That or we did it and framed them

    One very important question that nobody seems to be asking - why were they issued UK tourist visas in the first place? The fact that they were travelling on fake passports shows just how flimsy our visa system actually is. On the flipside, I know plenty of people who have been refused tourist visas for absolutely absurd reasons, or just purely down to mistakes on the British side. The whole system is not fit for purpose.

    Apparently they were using genuine passports.

    "These two individuals travelled on a genuine Russian passport, making it harder to spot," Security Minister Ben Wallace has told the Commons.

    Genuine passports, but apparently issued in false names. Obviously there's a lot that we're not being told, but it's all very odd.
